Councilor at the Municipality of Oeiras, responsible for Education, Sports, Youth, Libraries, and Science and Innovation. A higher education professor, he holds a PhD in Education from the University of A Coruña, where he received the Extraordinary Doctoral Award for a thesis on participation in public education. His research and teaching work bring together education, public policy, and innovation. Within the municipal executive, he has been one of the driving forces behind the Oeiras Valley strategy, the municipality’s commitment to attracting companies, retaining talent, and developing a science- and technology-based ecosystem that positions Oeiras as a national reference.
