City Councillor at the Municipality of Oeiras, responsible for Education, Sport, Youth, Libraries, and the Science and Innovation Agenda. A higher education professor, he holds a PhD in Education from the University of A Coruña, where he received the Extraordinary Doctorate Award for his thesis on participation in public education. His research and teaching sit at the intersection of education, public policy and innovation. Within the municipal executive, he has been a driving force behind the Oeiras Valley strategy — the municipality’s commitment to attracting investment, retaining talent and building a science and technology-based ecosystem that positions Oeiras as a national reference territory.
