Miguel de Castro Neto

Professor and Dean of NOVA IMS — Nova Information Management School, where he founded the NOVA Cidade – Urban Analytics Lab and the NOVA Data-Driven Public Policy Lab. Holding a PhD in Agronomical Engineering, he has built his career at the intersection of data science, artificial intelligence and public policy. He served as Secretary of State for Spatial Planning and Nature Conservation in the XIX and XX Constitutional Governments, leading the “Sustainable Cities 2020” strategy and overseeing the reintroduction of the Iberian Lynx in Portugal. Named Smart Cities Personality of the Year in 2017. In 2026, he was awarded the Inclusive Talent Leadership Award – Transformative Education Leadership, powered by SoftwareVerdict®, an international recognition for transformative impact in higher education leadership.
