Isaltino Morais

Mayor of Oeiras, first elected in 1985. He was re-elected in 1988, 1993, 1997, 2001, 2005, 2009, 2017, 2021 and, in 2025, secured a new term with more than 60% of the vote, achieving an absolute majority in every parish. He holds a degree in Law from the University of Lisbon and also served as Minister for Cities, Spatial Planning and the Environment in Portugal’s 15th Constitutional Government. He is the author of several books in the fields of constitutional law, local government law, urban planning, environment and spatial planning. Under his leadership, Oeiras has invested in the municipality’s digital transformation, the attraction of technology companies and a data-driven city vision centred on citizens’ quality of life.
