Miguel Bessa Pacheco

Commandant of the Portuguese Naval Academy – Rear Admiral at the Portuguese Navy, he holds a degree in Naval Military Sciences and master’s degrees in Surveying Engineering, Geographic Information Systems and Maritime History. Throughout his naval career, he has served at sea aboard operational and hydrographic vessels, commanding both a patrol boat and a hydrographic survey ship. Ashore, he held positions at the Portuguese Hydrographic Institute (IHPT), the Navy Staff, the European Union Military Staff, the Naval Command Staff, headed the Surface Ship’s Squad and directed two data centres: the IHPT Scientific Data Centre and the Navy’s Operational Data Management and Analysis Centre. His research focuses on marine and maritime spatial data infrastructures and the transformative role of geographic information systems in supporting maritime governance, operational decision-making and innovation.
