President of the Municipality of Oeiras, a position he has held since 2017, in a municipal career that began in 1985. A law graduate of the University of Lisbon, he also served as Minister of Cities, Spatial Planning and Environment in the government of Durão Barroso. Re-elected in October 2025 with over 60% of the vote and an absolute majority in every parish of the municipality, he is one of Portugal’s most recognised local leaders. Under his leadership, Oeiras has made a sustained commitment to municipal digital transformation, the attraction of technology companies, and a vision of the city as a data-driven, people-centred territory.
