Full Professor at NOVA IMS — Nova Information Management School and researcher at the MagIC centre. He holds a PhD in Statistics from Universidade Nova de Lisboa and specialises in statistical methods, sampling techniques and applied data analysis. He serves as a senior expert to the European Commission in the area of statistics, as a member of the European Master of Official Statistics board, and as a member of Portugal’s Health Technology Commission. He has advised institutions including the European Commission, Eurostat, the Bank of Portugal and numerous national statistical offices worldwide. He leads the annual Health Sustainability Index, which evaluates the Portuguese National Health Service, and has been developing applied artificial intelligence solutions for public policy.
