A law graduate of the Portuguese Catholic University, Paulo Portas was one of Portugal’s youngest and most enduring party leaders — at the helm of the CDS for sixteen years and elected to parliament in seven consecutive legislatures. He served as Minister of National Defence (2002–2005) and as Minister of State and Foreign Affairs and Deputy Prime Minister (2011–2015). Co-founder of the weekly newspaper O Independente, he remains a prominent voice in geopolitical analysis through the television programme Global. Since leaving frontline politics, he has built an international career in strategic consulting — founding Vinciamo Consulting, active across Europe, the Gulf, Africa and Latin America — and in academia, as a professor of Geo-Economics and International Relations at Nova SBE, having also taught in Madrid, Abu Dhabi and Shanghai. He serves as non-executive director of Mota-Engil and MDS, is a member of the Board of Trustees of the Champalimaud Foundation, and holds the distinction of Membre d’Honneur of the Académie du Royaume du Maroc.
